Head of Siemens Inc. Enrique Antonio Genzone sent a letter to Planning Minister Julio De Vido to communicate him about the agreement signed by the Germany company and the American Department of Justice in relation to the infractions of the Foreign Corrupt Practices Act during Menem's administration.

In the letter, the German company specified that the offence occured "exclusively" in the agreement which stipulated the making of Identity Cards signed October 6th 1998.
This agreement was cancelled during Fernando de la Rúa's administration and doesn't include other projects developed since 2003.
